When the Saskatchewan Association of Rural Municipalities inspected the Dyck Memorial Bridge earlier this year, they informed the town council it would need to be replaced as the existing bridge was rotting and dangerous. The RM hired a company to do the work for $325,000, but it appears as though no geo- technical study was done. Within hours of the bridge’s official opening, the pilings failed and a section of the bridge collapsed into the Swan River. The Reeve for Clayton, Duane Hicks, said all five underwater pilings sunk about four feet, which caused the section to collapse. Luckily, no one was injured. According to Hicks, the Association of Professional Engineers and Geoscientists of Saskatchewan is conducting an investigation. Paul Gauvreau, a bridge-building expert from the University of Toronto re- marked on the situation saying, "A geotechnical investigation relative to the cost to build a bridge is not that expensive. It's being sort of penny-wise and pound- foolish by not doing the geotechnical investigation. It's not an insignificant cost but the point is that's not a cost that you can shave." The construction company is going to rebuild the bridge at no cost to the taxpayers, they have hired an independent firm to conduct tests. Since the bridge is mostly used by farmers in the area, the RM is hoping to have the bridge replaced before harvest. Geotechnical studies are a crucial step of the construction process. These studies reveal the soil strength, composition, water content, and other important soil characteristics. Without knowing the bearing capacity, the structure’s foundation can fail as it did in Clayton.
