It’s a question the American Petroleum Institute (API), the Natural Gas Council (NGC), and the wider membership of the Oil and Natural Gas Subsector Coordinating Council, has been researching. The group recently released its report, Defense-in-Depth: Cybersecurity in the Natural Gas and Oil Industry, which describes the industry’s efforts to defend itself and energy consumers against cyberthreats. The report also gives pol- icymakers a glimpse into the complete line of cybersecurity programs available. “Cybersecurity is a top priority for the natural gas and oil industry,” said API President and CEO Mike Sommers. “As the owners and operators of critical energy infrastructure, our companies are providing the leadership, proactive solutions, and ongoing coordination with federal agencies to help prevent future cyberattacks. Natural gas and oil pipeline systems are pur- pose-built to be highly resilient, and our members are leaders in cybersecurity, sharing cyberthreat indicators and intelligence with each other and with the U.S. government through the Oil and Natural Gas Information Sharing and Analysis Center.” Key points in the report include: j Companies realize cyberattacks present a risk which could compromise the viability of a business and have developed wide-ranging tactics for cybersecurity. j Cyberthreats are not new or unique to pipelines. These threats occur throughout the energy industry, including coal and nuclear plants. Most pipeline companies have layers of security in place to protect against failure. These devices include mechanical controls which cannot be overridden through a cyberattack of industrial control systems. j The natural gas system is very resilient due to the geographic diversity of production, gathering, processing, transmission, distribution, and storage areas. The industry is also protected by multiple fail-safes, redundancies, and backups. j Trusting voluntary methods, including proven structures and public-private collaboration, rather than strict standards or regulations, is the best way to strengthen the security of natural gas and oil companies, and the infrastructure they operate. These approaches provide the flexibility and agility to respond to the ever-changing cyberthreat issues. API also released a video which highlights the industry’s investment in people and cybersecurity technology to keep energy infrastructure safe and operating reliably. The natural gas and oil industry is committed to investing its own capital to maintain and safeguard its infrastructure. For over 15 years, API has assembled its member companies to address the issue of cybersecurity defense, coming together to create solutions in systems technology, network security, and critical infrastructure protection. Sharing this information through- out the industry, as well as between the industry and government, is a critical factor of an effec tive cyberdefense strategy.
