12 JUNE 2014 WorldWide Drilling Resource ® Important One Call Changes for Iowa! by WorldWide Drilling Resource ® During the 2013 Iowa Legislative Session, House Study Bill 518 was introduced by Iowa One Call (IOC) in an effort to improve the system. Governor Terry Branstad signed the bill into law earl ier this year and it wi l l become effective July 1, 2014. Some of the changes include: a Operators are required to call the IOC 48 hours prior to any work. a Locate tickets will be valid for 20 calendar days from the date the notice was provided to the notifica- tion center. If the excavation will con- tinue for more than 20 days, a new locate ticket must be requested. a Notices received by the IOC after 5:00 p.m. will be processed as if they were received at 8:00 a.m. the next business day. a Excavators must use white paint, white flags, white stakes, or a com- bination thereof, to mark the pro- posed area of excavation. This is a requirement which applies to all excavators/excavations unless one of the following applies: 1. The precise location, direc- tion, size, and length of the proposed ex- cavation area can be clearly and adequate- ly defined and described dur- ing the call to the IOC notifi- cation center, or dur ing an on-site precon- struction meet- ing. 2. Electronic means of whitelining is supported by the IOC Notification Center and used by the excavator. Although currently there is no elec- tronic means of whitelining support- ed by IOC, it is being researched for future use. 3. Physical premarking can be shown to be impractical. a No excavation shall be done within 25 feet of an underground natural gas transmission pipeline unless a representative of the underground natural gas transmission line is pres- ent at the planned excavation area. This requirement shall not apply if the representative fails to be pres- ent at the proposed excavation area at the time work is scheduled to begin. If this happens, the excavator must notify the operator the representative failed to appear.
