36 FEBRUARY 2015 WorldWide Drilling Resource ® California Proceeds with Oil and Gas Program Adapted from Information by the Bureau of Land Management and the California Council on Science and Technology Recently, the California Council on Science and Technology (CCST) re- leased its independent report, Advanced Well Stimulation Technologies in California: An Independent Review of Scientific and Technical Information . According to the report, hydraulic fracturing in California’s geology is unique- ly different in sev- eral ways. Some of the differences include using less water; the hydraul- ic fracturing fluids tend to have high- er chemical con- centrations; wells tend to be shal- lower (less than 2000 feet) and more vertical; and the target geologies contain different issues. So, the impacts observed in other states are not necessarily relevant to current hydraulic fracturing practices in California. The report was developed with the assistance of Lawrence Berkeley National Laboratory and the Pacific Institute. The report findings were created under the guidance of a steering committee of experts contracted by CCST. The steer- ing committee, chaired by Dr. Jane C.S. Long, consisted of 12 experts from sev- eral major research institutes in the state, as well as experts from other states with experience in well stimulation technology. Based on information in the report, the BLM (Bureau of Land Management) plans to continue with its federal oil and gas drilling program in California. The plan will incorporate information from the report, provide the results from public scoping on oil and gas development, and internal guidance for processing appli- cations for permits to drill. "The CCST report, in concert with the public scoping report, and internal guidance, provide key scientific data, internal process, and public participation components to better inform decisions for the future of the BLM oil and gas program in California," said BLM California State Director Jim Kenna. "With these pieces in place, we will be able to both contribute to meeting America’s energy needs and implement appropriate, safe, and respon- sible measures to protect groundwater and other critical resources."
