57 WorldWide Drilling Resource ® JULY 2015 Oil/Water Exploration by Harold White I have heard it said the well drilling industry should set up some intelligent rules of their own before the state gets anymore out of hand. They, the drilling professionals and landowners, say they are too controlled by unnecessary rules. Some cannot even get a permit to drill a domestic well on their own property. Boy, you do not want to be anywhere near the guy when he goes off about how un-American it is. Wow! You will get a sizzling earful about politics, decaying freedom, and the state controlling every- thing and everybody and charging for the water people get from wells they paid to have drilled, as well as paying the electric company for the power to pump the water they are able to pump. The state says there was a vote. The people own the water and the state gov- ernment has to charge for the water. That is their job, to see the people get paid for what is theirs. Did you ever get money in the mail saying this is payment on the water the people are using? No? Well neither did I. So where is all the money going? I didn’t get any, you didn’t get any, and I cannot drill on my own property even though I need a well to supply water to my house so I can raise my family on my property. I have heard the same sort of com- plaints, over and over in different places. Water, has a never-ending cycle, the rain cycle, use all of it if you think you can. It will not stop doing its thing. BREAK TIME. Time to look out across the area in which I am drilling an irrigation well in the Oregon outback. I see a couple of antelope wandering around or just walking about. I saw a dead one in the ditch about a mile away, roadkill. A car probably hit it. That is no doubt their major problem. Anyway, a treat to see. This irrigation will help them recover some. They have really lost a lot. Where there are a few, there used to be hun- dreds or thousands. Born in Anderson, Indiana, Jim was proud to serve his coun- try from 1941 to 1945, in the U.S. Army’s 138 th Anti-Aircraft Battalion out of Fort Bliss, Texas. He met and married Helen while stationed in Galveston, Texas. After the military, they settled in Anderson, Indiana. Jim formed Perry Well Drilling after learning the trade from his father. His two sons continue to operate the business. After 40 wonderful years together, Helen preceded him in death in 1984. Jim was an avid fisherman. He traveled with his family from the beaches in Galveston, to most of the freshwater lakes in the states between Texas, Indiana, and Florida. After retiring, Jim lived in Florida during the winter months. Jim is survived by sons James (Barb), Steven (Vicky); daughters Shirley, Janice, and Mary Helen; 22 grandchildren; and 25 great-grandchildren.
