No-Cost Service Can Improve Workplace Safety Adapted from Information by Occupational Safety and Health Administration The Occupational Safety and Health Administration’s (OSHA's) On-Site Consultation Program offers no-cost, confidential occupational safety and health services to small- and medium-sized businesses in all 50 states, the District of Columbia, and several U.S. territories, with priority given to high-hazard worksites. On-Site Consultation services are separate from enforcement and do not result in penalties or citations. Consultants from state agencies or universities work with employers to identify workplace hazards, provide advice for compliance with OSHA standards, and assist in establishing and improving safety and health programs. Primarily targeted for smaller businesses, employers can find out about potential hazards at their workplace, improve pro- grams already in place, and even qualify for a one-year exemption from routine OSHA inspections. The consultation is confidential and will not be reported routinely to the OSHA inspection staff. No citations or penalties will be issued and your only obligation is to correct any serious job safety and health hazards - a commitment you are expected to make prior to the actual visit and carry out in a timely manner. The service is delivered by state governments using a well- trained professional staff. Most consultations take place on-site; limited services are available away from the worksite. The on-site consultant will start with an opening conference before beginning the walk-through. Together, you and the consultant will examine conditions in your workplace. They wi l l study the entire workplace or the specific opera- tions you designate, and discuss the appli- cable OSHA standards. Consultants may point out other safety or health risks that might not be cited under OSHA standards, but nevertheless could pose safety or health risks to employees. They may suggest and even provide other measures, such as self-inspection or safety and health training you and your employees can use to prevent future hazardous situa- tions. You wi l l learn not only what you need to improve, but also what you are doing right. At that time, you can dis- cuss problems, possible solutions, and abatement periods to eliminate or con- trol any serious hazards identified dur- ing the walk-through. You will receive a written report summarizing the findings and OSHA will assist you in developing or maintaining effective safety and health programs. Remember, the consultation pro- gram is separate from the inspection effort. For more informat ion, visi t: osha.gov/consultation 7 WorldWide Drilling Resource ® DECEMBER 2019 . . .
