1 1 1 1 44 JANUARY 2019 WorldWide Drilling Resource ® More Exploration Drilling Coming to the Philippines Adapted from Information by Philippines Information Agency The Kalinga Geothermal Project in the Philippines has been given a two-year extension for its exploration permit. It is now on Phase 3 which is exploration drilling, including a memorandum of agreement signing and declaration of the project’s commerciality. The geothermal project’s estimated capacity is 100 megawatts (MWs) with a service contract of over 160 square miles. Contracts are in place with First Balfour as general contractor and Drill Corp. for drilling. Community develop- ment projects in four of eight ancestral domains have also been completed. The Phi l ippines’ Department of Energy granted the project a Certificate of Energy Project of National Significance (CEPNS). The proj- ect is one of only four applicants issued with the CEPNS from 23 appli- cants which were accepted out of 306 applications filed. The project is a consortium of Aragorn Power and Energy Corporation, Guidance Management Corporation, and Allfirst Kalinga Ltd. During a meeting with government stakeholders, the consortium representatives said they will continue to engage affected communities and other stake- holders. Plans are also in place to construct access roads to the project site and well pads for the targeted well testing in the second quarter of 2019. Vice Governor James Edduba has been pushing for the project to materialize since he was the local chief executive of Pasil. Now he is with the provincial local government units, and has assured the project of the necessary assistance. Governor Jocel Baac likewise called on affected communities to set aside personal benefits and consider long- term benefits. Generation of clean and cheap energy from renewable energy sources is an agenda of President Duterte. He signed an Executive Order creating the Energy Investment Coordinating Council, which will streamline the regulatory procedures affect- ing energy projects. Kalinga has been known as a geothermal prospect for over 50 years. In 1964, it was identified as one of the top three geothermal prospects in Luzon for power production.
