TEC-11Horizontal Well Gets Key Approvals inMexico Adapted from Information by International Frontier Resources Corporation Mexico is the ninth largest producer of oil in the world and eleventh largest in terms of net exports. The country’s main upstream attraction is a potentially vast resource base. It is estimated there is as much as 115 billion barrels of oil equivalent yet to be discovered, roughly three times as much as current proven, probable, and possible reserves. The Tecolutla block is in the Tampico-Misantla Basin located within the state of Veracruz. In 2017, IHS Markit identified Tampico-Misantla as a potential super basin. The producing carbonate oil reservoir in the Tecolutla block is the El Abra Formation. Seismic surveys have been conducted over the entire block and seven vertical wells have been drilled by PEMEX to bring the field into production. International Frontier Resources Corporation (IFR) announced its joint venture Tonalli Energia has secured the necessary approvals for the company’s first conventional horizontal (TEC-11) well at Tecolutla. Mexico's National Hydrocarbons Commission has approved the modified evaluation plan which permits Tonalli to commence drilling the TEC-11 well. Tonalli has also received approval of its environmen- tal plan for the TEC-11 well from the Energy and Environment Security Agency. All major services including the rig required to drill the TEC-11 well have also been secured. The TEC-11 well is planned to penetrate the Tecolutla reef at a vertical depth of approximately 7500 feet with a horizontal leg up to 3280 feet. TEC-11 is the first horizontal well of a potential multiwell drilling program for the Tecolutla block. Information gathered from Tonalli's recently drilled TEC-10 vertical well, including permeability porosity and pressure data, indicate the reef at Tecolutla is capable of high deliverability.
