Multiple selection guides are also found throughout the book to help users match their application with the right solution. 43 WorldWide Drilling Resource ® SEPTEMBER 2020 Colorado Prepares to Implement Strict Wellbore Integrity Rules Adapted from Information by the Colorado Oil and Gas Conservation Commission The Colorado Oil and Gas Conservation Commission (COGCC) announced Commissioners adopted new wellbore integrity rules, the strongest in the country, designed to protect groundwater throughout the life cycle of a gas or oil well. The COGCC’s Wellbore Integrity Rulemakingwill strengthen the state’s oversight of gas and oil well drilling activities, while protecting groundwater resources. The COGCC approved the following new wellbore integrity protections, which will become effective November 2, 2020: ● Adopt regular, frequent bradenhead testing and monitoring to provide a continual health check for wells in the state and clear standards for operators to quickly fix any problems identified by the tests. ● Strengthen standards for pressure testing of casing and cement to ensure all wells can withstand operations throughout their life cycles, including during hydraulic fracturing. ● Operators are required to isolate all groundwater, oil, gas, and produced water with the strongest casing and cementing standards, so no fluids can accidentally move in or out of a wellbore. ● Implement a strong offset well evaluation and mitigation process which avoids pollution and safety risks associated with hydraulic fracturing operations due to “well communication”. ● Provide strict protections and detailed subsurface geological reviews for proposed fracturing wells within shallow groundwater formations. ● Provide increased transparency so local governments, water well owners, and the public can readily learn about precautions being taken to protect groundwater near their homes and drinking water sources. These rules are designed to prevent air and water pollution while protecting the communities in the oil field. The rules were created through a collaboration between gas and oil companies, environmentalists, and experts who came together to find practical solutions. “I am proud of the rules adopted by the Colorado Oil and Gas Conservation Commission for two reasons. First, these advances protect the environment in a manner that is achievable and are the most protective standards in the nation in terms of protecting groundwater in the development of oil and gas.
