Refiners in the region are trying to replace falling output in California an d Al aska, along with costly foreign imports. As a result, the Western U.S. cou ld br ing 500,000 barrels of light oil by rail per day in 2015, said Mark Smith, vic e pr esident of development, supply, and logistics for Tesoro Corp. Government figures indicate California refineries can run 1.63 millio n b arrels per day, the most in the U.S. after Texas and Louisiana. Since the West lacks pipeline access to crude from shale supplies in the midd le pa rt of the country, it has become significantly dependent on foreign oil. Companie s su ch as Valero Energy and Alon USA Energy are seeking to access the mark et wi th projects which would bring more crude oil into the region via rail.
