The Occupat i ona l Safet y and Hea l th Administ rat ion (OSHA) Web si te (www.osha.gov) is a good reference for this topic. They have detailed explanations, templates, and so on to put a proper safety program in place. A safety program is described as a set of policies and work practices specif- ically designed by a company for its use. The program will address not only OSHA regulations and ways to reduce expo- sure to hazards, but also organizes a framework for continued focus and im- provement on safety matters. This program can be easily adapted for the drilling industry processes and practices. Again, an effective safety pro- gram is designed around the work pro- cesses and integrates safety decisions and precautions into them. Building the framework for a Drilling Safety Program: Strategic Planning - Are there measurable goals when it comes to safety? Written Policy - Is there a formal written policy statement regarding safety in the company’s manual? Does a manual exist? Performance Measure - Can the company measure safety perform- ance indicators beyond the required record-keeping forms and employee ratings? Leadership - Are drill operators clear on their responsibilities to provide guid- ance and support where needed? Employees -Are crewmembers clear on their responsibilities to work within the system, knowing the system is only as good as what they make it? The ul t imate goal of this frame- work is to establish a safety program which contributes to maximum protec- tion for the leaders and employees, and mi n imi zes wo r k downtime. If the company operates in the U.S., it must comply with OSHA regulations. It is also a good model for those outside the U.S. to examine. There’s a wide variety of online re- sources available on this topic. This article is meant only to give the reader a basic understanding on developing a safety program for a firm, agency, or company involved in drilling operations.
