(IEnova), together with its affiliate Sempra LNG, announced the implementation of a MOU (Memorandum of Understanding) with a subsidiary of Petróleos Mexicanos (PEMEX), for the collaboration in the development of a nat- ural gas liquefaction project at Energía CostaAzul, its receipt, storage and regasi- fication facility, located in Ensenada, Baja California, Mexico. The MOU defines the basis of the collaboration for the parties to approve the extent of their participation in the project, including the development, struc- turing, and the terms under which PEMEX may become a client and/or investor. This MOU wi l l al low PEMEX to enhance its position in the natural gas markets, and set the basis for its partic- ipation in other regions of the world. This is the first project involving a liquefaction facility in Mexico, and with it PEMEX hopes to establish its ability to form alliances in the energy market. The development of this project will support the commercial policy of the country through exports and the promotion of Mexico’s commercial relations worldwide. All parties of the MOU have broad experience in the development of these types of projects and will coordinate with the existing clients of the facility to make this project a reality. IEnova has been very active in the country and was one of the first private companies to invest in Mexico’s energy sector following the reforms to allow pri- vate sector participation. In addition to being the first compa- ny to win a bid for natural gas distribution service in Mexico, they also built the first natural gas pipeline in Baja California, and have been the only company which has developed open-access natural gas pipelines in the state. In fact, the natural gas pipelines in Baja California enabled the Federal Electricity Commission (CFE) to convert its power generation plants from fuel oil to natural gas. IEnova is also the main natural gas supplier to the CFE in Baja California, Mexico.
